# Asheville approves ordinance expanding panhandling restrictions

**Down Ballot Staff Reports** 

ASHEVILLE – At its regular meeting Monday, Aug. 26, [Asheville City Council](https://www.ashevillenc.gov/news/city-council-approves-ordinance-amendment-addressing-panhandling-in-high-traffic-zones/?ref=down-ballot.info) approved an ordinance that would expand the areas where panhandling is restricted. The city’s police department can only issue a citation to appear in court for violation of either of the two ordinances dealing with public solicitation. 

This ordinance will return to city council for a second vote at the September 9th meeting, as a recent state law requires any ordinance with a criminal penalty to pass 2 votes before being enacted. 

According to [Blue Ridge Public Radio](https://www.bpr.org/bpr-news/2025-08-27/last-night-at-council-asheville-tightens-limits-on-panhandling??ref=down-ballot.info), Kim Roney was the sole city council member to vote against the ordinance.
