Spartanburg County Council in South Carolina will hold its next regular meeting on Monday, Oct. 20 at 5:15 p.m.

York County, SC County Council will hold its next regular meeting on Monday, Oct. 20 at 6 pm.

The Haywood County Board of Commissioners will hold its next regular meeting on Monday, Oct. 20 at 5:30 p.m.

The Brunswick County Board of Commissioners will meet for a regular meeting at 6 p.m. this Monday, Oct. 20, 2025. The public is welcome to attend in person or watch live online via Zoom.

VI. Presentations

  1. Administration – Medicaid and Federal Government Shutdown HHS Impacts:Request the Board receive a presentation on the impacts of the federal government shutdown and Medicaid cuts on Health and Human Services.
     
  2. Administration – Presentation and Resolutions for General Obligation School Bond Referendum: Request the Board receive a presentation from Brunswick County Schools on projects, timing, and the amount of funding needed in association with a general obligation bond. Request the Board consider adopting the required resolutions to issue $349.6 million in School general obligation bonds proposed for constructing, improving, and renovating school facilities, directing the publication of notice of intention to apply to the Local Government Commission (LGC) for approval of bonds, authorizing the Finance Director to apply and submit to the LGC for approval of the proposed general obligation bond financing and making certain statements of fact concerning proposed bond issue.
     
  3. Clerk to the Board – Operation Green Light Proclamation: Request the Board adopt the attached proclamation honoring veterans of Brunswick County.

  4. Health Services – Substance Use, Addiction, and Mental Health Commission Quarterly Presentation: Request the Board receive a presentation from the Substance Use, Addiction, and Mental Health Commission on substance use and addiction treatment.
     
  5. Planning – UDO Modernization Project – Follow Up: Request that the Board receive follow-up information as requested regarding the Unified Development Ordinance (UDO) Modernization Project.

  6. Social Services – Smart Start of Brunswick County Presentation: Request the Board receive a presentation from Smart Start of Brunswick County.

VII. Public Hearings

  1. Utilities – Sewer Use Ordinance (SUO) Proposed Text Amendments — Connection: Requirements — October 2025: Request the Board, following the conclusion of a public hearing, approve amending the Sewer Use Ordinance and Utility Policy as presented.

VIII. Administrative Report

  1. Utilities – State Utility Contractors — Contract Price Amendment No. 1 — GMP Southeast Area Improvements Water Infrastructure Project: Request the Board authorize the Chairman and Clerk to the Board to execute Contract Price Amendment No. 1 with State Utility Contractors, establishing the Guaranteed Maximum Price in the amount of $2,153,500.00 for the Southeast Area Improvements – St. James Water Infrastructure Project, which is aimed at improving water flow and pressure in the area in and around the Town of St. James.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.

DEQ schedules public hearings to consider air permit modifications for Transco’s proposed pipeline expansion

RALEIGH – The North Carolina Department of Environmental Quality’s Division of Air Quality (DAQ) is accepting public comment and is holding two public hearings on draft air quality permit modifications for air compressor stations associated with Transcontinental Gas Pipe Line Co. LLC’s (Transco) proposed natural gas pipeline project, known as the Southeast Supply Enhancement Project.

As part of the project, Transco is seeking to make upgrades at two existing compressor stations along its pipeline: Station 150, in Mooresville, Iredell County, and Station 155, in Lexington, Davidson County. These upgrades are associated with potential increases in air pollution.

Public comments on draft air quality permits for both projects will be accepted until Nov. 19. An in-person public hearing will be held on each draft permit, with the first public hearing on Nov. 13 to accept comments on Station 150.

Date and Time: Thursday, Nov. 13, at 6 p.m. (doors open at 5:30 p.m.)

Station 150 currently operates as a major source holding a Title V air quality permit. The modification would allow the addition of a new natural gas-fired combustion turbine and emergency generator. The facility will remain a minor source of hazardous air pollution. The permit would require that Transco limit emissions of nitrogen oxides (NOx) and carbon monoxide (CO) to less than 250 tons per year.

The second public hearing on Nov. 18 will be to receive comments on Station 155’s draft air quality permit.

Station 155 currently holds a small air quality permit with emissions of NOx and CO of less than 100 tons per year. This modification would allow the addition of three new natural gas-fired combustion turbines and emergency generators. This will increase emissions to major-source levels, requiring a Title V air quality permit. The facility will remain a minor source of hazardous air pollution. The permit would require that Transco limit emissions of NOx and CO to less than 250 tons per year.

Both stations are subject to federal emissions standards. Air dispersion modeling reviewed by DAQ demonstrated that emissions of toxic air pollutants at both facilities are not expected to cause an exceedance of any acceptable ambient level.

The public is encouraged to attend the upcoming public hearings and provide comments on the proposed actions. Sign-up will be available upon arrival. Oral comments at the hearings should be limited to three minutes or less. Written comments may also be submitted during the hearings.
